We Promise! 22 Years of Broken Promises

In den 1980er Jahren galten zentrale westeuropäische Städte als vom Verfall bedroht. Der epochale soziale und wirtschaftliche Wandel resultierte in einer Abwanderung von BewohnerInnen in die Vororte oder auch grenzübergreifend in entwicklungsstärkere Regionen. Der Zusammenbruch von großen industriellen Produktions- und Handelsniederlassungen bedeutete zusätzliche Kapitalflucht, Jobabbau und ernsthafte Einbußen an Steuereinnahmen für Länder und Kommunen. Die Notwendigkeit blieb bestehen, zentrale Stadtbereiche zu verändern und weiterzuentwickeln, um neue Gewerbe anzusiedeln und den scheinbar unaufhaltsamen Verfall einzudämmen. Eine neue Organisationsform wurde entwicklt, in der Konzerne, Anleger und Banken sich mit Regierungen zu Public-Private-Partnerships zusammenschlossen. Öffentliche Gelder werden hier verwendet, um Spekulationskapital und private Profite anzuheben. Wie lässt es sich rechtfertigen, dass öffentliche Gelder in urbane Projekte einfließen, die immense Profite für private Unternehmen bieten?
Ausgehend von den Arbeiten und Texten der US-amerikansichen Konzeptkünstlerin Martha Rosler zur Sozialgeschichte der Stadt, stellt sie gemeinsam mit dem Urbanismusforscher Miguel Robles-Durán ihr neues Projekt We Promise! 22 Years of Broken Promises (2015) vor. Anhand der Entwicklungen in der Hamburger HafenCity, einem der größten städtischen Regenerationsprojekte in Europa, thematisieren sie die Geschichte enttäuschter urbaner Versprechen und deren visuelle Propaganda anläßlich des Sommerprogramms von Stadtkuratorin Hamburg.

By the 1980s, many of Western Europe’s most important cities were widely regarded as suffering some degree of decline. The epochal social and economic changes resulted in population loss to surrounding suburbs, or even across borders to more prosperous countries. The twilight of large-scale industrial manufacturing meant further capital flight, job losses, and serious reduction in tax revenues by local and municipal governments. Yet the necessity remained to change and develop central city districts, to attract new businesses and prevent decay from spreading further. A new type of entity was developed in which corporations, principally developers and banks, joined with governments in forming “public-private partnerships,” in which public funds served to accentuate speculation and private profit. How to justify the use of public funds in endeavors that offer immense benefits for private entities?
Starting from the works and texts of conceptual artist Martha Rosler about the social history of the city she and urban researcher Miguel Robles-Durán present their new project We Promise! 22 Years of Broken Promises (2015). Using the developments in HafenCity Hamburg, one of the largest urban regeneration sites in Europe, as a backdrop they address the history of broken urban promises and their visual propaganda on the occasion of the summer program of Stadtkuratorin Hamburg.
